Findings
On or about February 8, 2022, Alleged Perpetrator #2 (AP2) called the Alleged Victim (AV) an inappropriate name, causing AV to become upset, causing emotional grief. AP2 admitted to calling AV an inappropriate name, and had no remorse for his/her actions. AP2's actions are a violation of resident rights, are considered neglect of care and constitutes emotional and verbal abuse. The facility's failure to protect AV from emotional abuse by staff is a violation of Oregon Administrative Rules.
