Findings
On or about July 1, 2023, the Alleged Victim (AV) had his/her television very loud. Alleged Perpetrator #2 (AP2) asked AV to lower the volume of his/her television and when AV protested, AP2 yelled at AV to turn down his/her volume, causing AV to feel upset and humiliated. AP2's actions are a violation of resident rights, is considered neglect of care and constitutes verbal and emotional abuse. The facility's failure to protect AV from verbal and emotional abuse is a violation of Oregon Administrative Rules.
