Findings
The Alleged Victim (AV) relies on the facility to protect them from mental and emotional abuse. According to an investigation Alleged Perpetrator 2 (AP2) raised their voice and made AV feel belittled, causing AV to experience emotional distress. The facility failed to protect AV from mental and emotional abuse, which is a violation of Oregon Administrative Rule. AP2 caused AV emotional distress by yelling at AV, which is verbal and emotional abuse, which constitutes abuse.
