Findings
The Alleged Victim (AV) relies on the facility to protect the resident from abuse and neglect. The Alleged Perpetrator 2 (AP2) provided care to AV and did not follow AV's care plan. AP2 was rough with AV during care and did not provide AV with medication. During the care AV yelled out in pain, which AP2 then used inappropriate language towards AV which left AV feeling humiliated. The facility failed to protect AV from verbal and emotional abuse, which is a violation of Oregon Administrative Rules. AP2 failed to protect AV from neglect and verbal and emotional abuse, which is a violation of resident rights, is neglect which constitutes abuse.
