Findings: On or about May 20, 2019, Alleged Perpetrator #2 gave the Alleged Victim's medication to another resident. The Alleged Victim when without his/her morning medication that controls blood pressure, causing an increase in his/her blood pressure. The Alleged Perpetrator #2's actions are considered neglect of care and constitutes abuse. The Facility failed to provide a safe medication administration system which is a violation of Oregon Administrative Rules.
