AP2 is responsible for theft of property, which is considered financial exploitation and constitutes abuse. The facility failed to provide a safe medication administration system to ensure AV's medication was administered as ordered. The failure resulted in AV experiencing financial exploitation and potential for harm, which is a violation of resident rights, is considered neglect of care and constitutes abuse.
