Findings: Alleged Victim (AV) requires medication management and administration by the facility. On or about September 9, 2019, Alleged Perpetrator 2 (AP2) administered one of AV's narcotic medications to Witness 1. At the time of the incident AV did not have an active order for the medication. The facility did not conduct regular audits to ensure proper oversight of the medication system which is a violation of resident rights, is considered neglect of care and constitutes abuse.
