Findings: Alleged Victim (AV) has a medical diagnosis which causes his/her to need to eat smaller meals, more frequently through the day, four to six meals per day. AV has a history of suicidal behavior. On or about November 20, 2019, in the evening, AV asked Alleged Perpetrator 2 (AP2) for a meal. AP2 provided AV with the snack that was being served to other residents, which was fruit cocktail. AV told AP2 that he/she needed more to eat and requested more food. AV reported AP2 spoke to AV in a demeaning and insulting manor. AP2 said that AV was too much trouble. AV reported feeling bad for having special dietary needs and felt the desire to commit suicide. The facility attempted to discuss the incident with AP2 in which AP2 began speaking about AV in a derogatory and insulting manner, within ear shot of AV. AP2's actions are considered verbal and emotional abuse. The facility failed to provide a safe environment which is a violation of Oregon Administrative Rules.
