Findings: On or about December 20, 2019, Alleged Victim (AV) placed his/her personal Christmas tree in a common room of the facility for a holiday party. The next day AV went to retrieve the tree, but it was missing. The tree was taken by Alleged Perpetrator 2 (AP2), an unknown individual, and this person is responsible for theft of property, which is considered financial exploitation and constitutes abuse. The facility failed to protect AV’s property from theft, which is a violation of Oregon Administrative Rules.
