Findings: Alleged Perpetrator 2 (AP2) was trying to help Alleged Victim (AV) qualified for Medicare. On or about October 31, 2019, Witness 2 (W2) took $4000 in cash from AV's account and gave it to AP2, which AV did not benefit from. AP2 had demonstrated a patter of borrowing money from staff, and not giving employees their Christmas Bonuses. AP2's actions are considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation, which is a violation of resident rights, is neglect of care and constitutes abuse.
