Findings: Alleged Victim (AV) has dementia and is diagnosed with disorders involving anxiety and depression. On or about March 18, 2020, Alleged Perpetrator 2 (AP2) was in the common area alone with residents. AP2 yelled at AV "sit your butt down or I'll spank it." AP2 yelled at AV loud enough to be heard in the med room and through an adjoining wall. AP2 admitted that he/she probably should not have said it. AP2's actions are considered verbal abuse. The facility failed to protect AV from verbal abuse which is a violation of Oregon Administrative Rules.
