Findings: Alleged Perpetrator 2 (AP2) signed out Alleged Victim's (AV's) narcotic medication on April 18, 2020 (twice), April 25, 2020 (twice), and May 2, 2020 (twice). AV rarely request his/her narcotic medication and never request it twice in the same day. AV was interviewed at the time of the incident and told staff he/she had not taken the medications on the date AP2 allegedly administered them. AP2 did not complete any progress notes indicating AV needed his/her narcotic medication or that he/she received the medications or any common side effects AV has after taking the medication. AP2's actions are considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
