- Alleged Victim (AV) had pain medication stolen by Alleged Perpetrator 2 (AP2) and AP2 is responsible for theft of medications, which is considered financial exploitation and constitutes abuse. The facility failed to protect AV's medications from theft. This failure is a violation of Oregon Administrative Rules.
