Findings: On or about June 14, 2020, Alleged Perpetrator 2 (AP2) was observed conducting himself/herself inappropriately with Alleged Victim (AV) who is a resident at the facility. AP2 was observed calling AV "cute" and then smacked/touched AV on his/her bottom in a playful manner while working as a caregiver. AP2's inappropriate sexual contact with AV is considered sexual abuse. The facility failed to protect AV from sexual abuse which is a violation of Oregon Administrative Rules.
