- Findings
- Alleged Perpetrator 2 (AP2) physically restrained Alleged Victim (AV) by holding AV's hands and arms down when AP2 checked AV's blood sugar level and then AP2 gave AV's insulin to AV when he/she declined. AP2 caused AV to become distressed and also caused AV to bruise on his/her hand. AP2's actions is considered wrongful restraint which is considered abuse. The facility failed to provide a safe environment for AV which violated Oregon Administrative Rules.
