Findings: Alleged Victim (AV) has been identified as needing staff interventions to manage behaviors related to his/her memory impairment. On or about July 4, 2020, AV was engaging in his/her identified behaviors related to his/her memory impairment. Alleged Perpetrator 2 (AP2) responded with inappropriate language and appeared frustrated and impatient when interacting with AV as evident by AV's response to AP2's behavior. AP2's behavior is considered verbal/emotional abuse. The facility failed to protect AV from verbal/emotional abuse which is a violation of Oregon Administrative Rules.
