Findings: Alleged Victim (AV) resides in the facility and made a choice to not participate in COVID-19 testing. AV is cognitive and is able to make his/her own decisions and understand what is being said. AV was yelled at by Alleged Perpetrator 2 (AP2) regarding COVID precautions which resulted in making AV very upset/uncomfortable. AP2's actions are considered verbal/emotional abuse. The facility failed to protect AV from verbal/emotional abuse which is a violation of Oregon Administrative Rules.
