Findings: On or about late 2017 and early 2018, the Alleged Victim (AV) wrote checks to Alleged Perpetrator #2 (AP2), Alleged Perpetrator #3 (AP3) and Alleged Perpetrator #4 (AP4) in the amounts of $500.00. There is no evidence that AP2 cashed the check, therefore, AP2 is found inconclusive in this case. AP3 and AP4 both cashed the checks from AV, which is considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial abuse, which is a violation of Oregon Administrative Rules.
