- Alleged Victim (AV) had personal belongings go missing from his/her room. The personal belongings were taken by an unknown individual and this person is responsible for theft of property, which is considered financial exploitation and constitutes abuse. The facility failed to protect AV from theft of property. This failure is a violation of Oregon Administrative Rules.
