- Alleged Perpetrator 2 (AP2) verbally abused Alleged Victim (AV) when he/she used profanity and ridiculed AV when AP2 was assisting AV with his/her Activities of Daily Living. AP2's actions is considered verbal and emotional abuse. The facility failed to provide a safe environment for AV which is a violation of Oregon Administrative Rules.
