Findings: Alleged Victim (AV) resides in the facility for care. On or about September 25, 2020, AV's representative who assists with AV's bills called the facility and spoke to staff about AV being charged for narcotic medications. Alleged Perpetrator 2 (AP2) signed the medication administration record as administering AV's narcotic as needed medication on three (3) different occasions. AV reports that he/she did not receive and/or request any as needed narcotic medications. AP2's actions are considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
