Findings: Alleged Victim (AV) has a as needed narcotic medication. AV does not typically wake up prior to 11:00 am and does not want to be disturbed early in the morning. Upon review of AV's medication administration record it is noted that Alleged Perpetrator 2 (AP2) had been documenting administering AV's as needed narcotic medication prior to 11:00 am. AV reports that he/she did not receive any doses of his/her as needed narcotic medication prior to 11:00 am. AP2's actions are considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
