- Alleged Perpetrator 2 (AP2) financially exploited Alleged Victim (AV) when he/she wrongfully took medication prescribed to AV. AP2's actions is considered financial exploitation which constitutes abuse. The facility failed to provide a safe environment for AV which is a violation of Oregon Administrative Rules.
