Findings: Alleged Victim (AV) relies on the facility for h/h care. The facility failed to provide a safe medication administration system to ensure AV medications where ordered. AV was not administered his/her new medication for approximately 3 days. The delay in treatment caused AV unreasonable discomfort and AV was transported to the hospital for treatment. The facility failed to provide necessary care, which, is a violation of resident rights, is neglect of care and constitutes abuse as defined in OAR 411-020-0002 (1)(b)(A)(i).
