- Alleged Perpetrator 2 (AP2) verbally abused Alleged Victim (AV) when he/she used verbal assaults and insults during a conversation with AV which resulted in significant emotional harm to AV. AP2's actions is considered verbal/emotional abuse. The facility failed to provide a safe environment for AV which is a violation of Oregon Administrative Rules.
