Findings: According to documentation, the Alleged Perpetrator 2 and 3 (AP2) and (AP3) failed to protect AV from verbal abuse, when both AP2 and AP3 yelled at AV when s/he was resisting cares, causing emotional harm. AP2 and AP3's actions are considered emotional/verbal abuse. The facility failed to protect the AV from abuse, which is a violation of Oregon Administrative Rules.
