Findings: Alleged Victim (AV) relies on the facility to administer his/her medication. On or about October 11, 2020, the facility received a refill of AV’s Modafinil for 60 tablets. Between October 11th through November 14th, 2020, AV was administered one (1) Modafinil per day. On or about November 18, 2020, 18 tablets of AV’s Modafinil were unaccounted for, there should have been an estimated 25-26 left. The facility did not have a system to audit narcotic books prior to November 14, 2020. Alleged Perpetrator 2 (AP2) assumed primary responsibility for medication administration, checking-in medication, destroying medication, ordering medication and documentation in the NARC books. AP2 and the facility failed to provide a safe medication administration system, which is a violation of resident rights, is neglect of care and constitutes abuse.
