Findings: Alleged Victim (AV) relies on the facility for his/her care. From about June 2020 thru December 2020, Alleged Perpetrator 2 (AP2) used loud tone of voice with AV in response to AV shouting. AP2 would imitate AV’s problematic behaviors in an attempt to make AV realize how his/her behaviors impact others. AP2 imitated AV loudly producing mucous or spitting during meals. AP2 would single out AV from other residents and appears more emotionally engaged in AV’s behaviors than other facility staff. AP2’s actions are considered verbal abuse. The facility failed to protect AV from verbal abuse, which is a violation of resident rights, is neglect of care and constitutes abuse.
Sanction: RCFCP21-03531 $250.00 fine assessed
