Findings: The Alleged Victim (AV) was know to take food from the kitchen when he/she saw it sitting there. Alleged Perpetrator #2 (AP2) was placing hot sauce on food an leaving it for AV to take, to teach AV a lesson about taking others food, which is a form of Corporal Punishment. AP2's actions are a violation of resident rights, is considered neglect of care and constitutes abuse by Corporal Punishment. The facility failed to protect AV from Corporal Punishment, which is a violation of Oregon Administrative Rules.
