Findings: Alleged Victim (AV) gave Alleged Perpetrator 2 (AP2) his/her debit card to purchase something for them but unfortunately was had been transported to the hospital following this and had a short stay in a rehab facility. During this time frame, AP2 still possessed AV's debit card and used it to make unauthorized purchases for themselves in the amount of over $2,000.00. AP2's action is considered financial exploitation which constitutes abuse. The facility failed to provide AV with a safe environment which is a violation of Oregon Administrative Rules.
