Findings: Alleged Victim (AV) relies on the facility to administer his/her medications. On or about April 9, 2021, it was discovered that AV’s liquid narcotic medication was unaccounted for and no longer in the possession of the facility. Between April 7 through April 9, 2021, AV’s narcotic medications were not noticed to be missing as they were in the refrigerator and not counted as part of the narcotic count. Alleged Perpetrator 2’s (AP2’s) actions are considered financial exploitation. The facility failed to assure the AV was protected from financial exploitation, which is a violation of Oregon Administrative Rule.
