Findings: Alleged Victim (AV) relies on the facility for his/her care. On or about April 11, 2021, AV was receiving peri-care assistance from Alleged Perpetrator 2 (AP2). AV had an ordered powder that needed to be applied in the groin area. AV believed that AP2 was applying the powder directly to his/her privates and became escalated and started to yell, curse and called AP2 names. AP2 stopped and told AV not to call him/her names. AV continued to scream and to make derogatory remarks towards AP2. AP2 responded with derogatory remarks towards AV and left the room. AP2’s actions are considered verbal/emotional abuse. The facility failed to protect AV from verbal/emotional abuse which is a violation of Oregon Administrative Rules.
