Findings: Alleged Victim (AV) relies on the facility for all his/her needs. on or about April 11, 2021, AV was discharged from the facility and his/her apartment was inventoried by Witness 2 (W2). W2 said two rings were discovered missing and local law enforcement was contacted and a case number was assigned. Alleged Perpetrator 2’s (AP2’s) actions are considered financial exploitation. The facility failed to protect AV from financial exploitation, which is a violation of Oregon Administrative Rules.
