Findings: On or about April 9, 2021, the Alleged Perpetrator #2 (AP2) send sexually explicit text messages to the Alleged Victim (AV). AP2 described in detail in the texts about what he/she wanted to do to and with AV and also advised AV that he/she would come visit AV in his/her room to spend time with him/her. This made AV uncomfortable and did not want AP2 to come to his/her room. AP2's actions are a violation of resident rights, are considered neglect of care and constitute sexual abuse. The facility's failure is a violation of Oregon Administrative Rules.
