Findings: Alleged Victim (AV) relies on the facility to administer his/her narcotic medications. The facility had two medication carts used to administer medication to residents. The facility had a third medication cart that was not in use and multiple resident’s narcotic medication were stored in this overflow cart. On or about April 17, 2020, Witness 3 (W3) counted the narcotic medication in the overflow cart and found that AV had one card of 30 narcotic tablets missing. The facility failed to provide a system that prevents theft or misuse of medication, which is a violation of resident rights, is neglect of care and constitutes abuse.
