Findings: On or about June 21, 2021, it was discovered that Alleged Perpetrator #2 (AP2) had used the Alleged Victim's (AV) EBT card for personal use. AP2 spent approximately $340.00 of AV's money for him/herself. AP2 paid back the money, however, AP2's actions are a violation of resident rights, is considered neglect of care and constitutes financial abuse. The facility failed to protect AV from financial abuse, which is a violation of Oregon Administrative Rules.
