Findings: Alleged Victim (AV) relies on the facility for his/her care. On or about June 14, 2021, AV placed his/her wallet in one location containing cash and when he/she woke up the next morning, the wallet was in a different location. The cash, $50.00, was missing from the wallet. Alleged Perpetrator 2 (AP2) had access to AV’s wallet during the NOC shift while AV slept. AP2 was terminated from the facility after several other thefts were reported at the facility, linking AP2 to the thefts. AP2’s actions are considered financial exploitation, which is neglect of case and constitutes abuse. the facility failed to protect AV from financial exploitation, which is a violation of Oregon Administrative Rules.
