Findings: Alleged Victim (AV) relies on the facility for his/her care. Alleged Perpetrator 2 (AP2) has been heard by staff members yelling at AV and calling AV a liar. AP2 has been witnessed telling AV, “you better behave”, “you are going to have to tell the truth about your lies when we have a meeting with your siblings”. AP2 was appropriately trained on how to treat residents. AP2’s actions are considered verbal abuse, which is neglect of care and constitutes abuse. The facility failed to protect AV from verbal abuse, which is a violation of Oregon Administrative Rules.
