Findings: Alleged Victim (AV) relies on the facility for his/her care and his/her dementia and cognitive decline are advanced. There are multiple times when Alleged Perpetrator 2 (AP2) has been observed begin rude and disrespectful to AV. AP2 will yell and argue with AV when AV is confused. When W4 confronted AP2 about his/her verbal aggression towards AV, AP2 responded “AV won’t remember what I say. It doesn’t matter how I talk to his/her”. AP2’s actions are considered verbal abuse, which is neglect of care and constitutes abuse. The facility failed to protect AV from verbal abuse, which is a violation of resident rights, is neglect of care and constitutes abuse.
