Findings: Alleged Victim (AV) relies on the facility for his/her care. On or about October 20, 2021, AV reported Alleged Perpetrator 2 (AP2) was being rude and saying he/she is using the call light too much. AV felt AP2 was upset and raised his/her voice and pushed the bedside table knocking over AV’s drink. AV was still afraid AP2 would come back and be angry at him/her a few days later. AP2’s actions are considered mental/emotional abuse, which is neglect of care and constitutes abuse. The facility failed to protect AV from mental/emotional abuse, which is a violation of Oregon Administrative Rules.
