Findings: The Alleged Victim (AV) relies on the facility for his/her care. On or about September 9, 2022, it was discovered that AV and the Alleged Perpetrator 2 (AP2) were in an inappropriate relationship, in which AV gave AP2 a ring. AP2 is responsible for financial exploitation, which constitutes abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
