- The Alleged Perpetrator (AP2) pushed the Alleged Victim (AV) back into h/h chair while AV was in their room, resulting in AV experiencing unreasonable discomfort. AP2’s actions are considered physical abuse. The facility failed to protect AV from physical abuse, which violates Oregon Administrative Rules.
