Findings: According to the documentation, the Alleged Perpetrator (AP2) failed to protect the Alleged Victim (AV) from verbal abuse. The failure resulted in the AP2 stating they wished the AV would suffer from a sever medical condition within hearing distance of the AV causing emotional harm, which is a violation of resident rights and is considered verbal abuse. The facility failed to provide a safe environment which is a violation of Oregon Administrative Rules.
