Findings: Alleged Perpetrator 3 (AP3), a caregiver at the facility, borrowed $40.00 in cash from Alleged Victim (AV) who is a resident at the facility. AP3 reported to AV that he/she would return the borrowed money on AP3's next payday. AP3 failed to return the borrowed $40.00 to AV. AP3 is responsible for financial exploitation of AV which constitutes abuse. An unknown Alleged Perpetrator 2 (AP2) allegedly financially exploited AV. An investigation had inconclusive findings that AP2 financially exploited AV. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
