The facility's failure resulted in AV's property being stolen, lost, borrowed or used without the resident's consent which is a violation of resident rights, is considered neglect of care and constitutes abuse. Alleged Perpetrator 2 (AP2) allegedly financially exploited AV. An investigation inconclusively determined no licensing no licensing violation or abuse occurred.
