- Findings
- Alleged Perpetrator 2 (AP2) verbally abused Alleged Victim (AV) by moving AV's snacks out of AV's reach and saying that AV is going to kill himself/herself by choosing to eat certain foods. AP2's actions caused AV to feel humiliated, harassed, and deprived which is emotional harm. AP2's is responsible for verbal/emotional abuse. The facility failed to provide a safe environment for AV which is a violation of Oregon Administrative Rules.
