Findings: Alleged Victim (AV) relies on the facility for a safe environment. Witness 1 (W1) and AV are roommates. W1 has a history of being found rummaging through other resident's belongings believing that they belong to W1. AV has complained to multiple staff that W1 is stealing from h/h. The facility failed to address AV concerns and the facility failed to provide a safe environment for AV, which is a violation of resident rights, is neglect of care and constitutes abuse.
