Findings: Alleged Perpetrator 2 (AP2) sexually abused Alleged Victim (AV) by inappropriately exposing AV to sexually explicit language. Based on facility documentation and interviews, during the week of September 4, 2023, AP2 and AV engaged in sexually explicit messaging while AP2 was employed by facility and was in a caregiver role to AV when the messaging occurred. AP2's actions is considered sexual abuse. The facility failed to provide a safe environment for AV which is a violation of Oregon Administrative Rules.
