Findings: According to the documentation, the Alleged Perpetrator (AP2) sexually abused the Alleged Victim (AV) by exposing their genitals and forced AV to touch them. On or about October 30, 2023, AP2 was seen going into the AV’s room numerous times by a camera that was placed in their room. AP2 was seen on camera exposing their genitals to the AV and had AV touch their exposed genitals. Law enforcement investigated and found probable cause to arrest the AP2. AP2 pleaded guilty to two counts of attempted sexual abuse 1, which is a violation of resident rights, is considered neglect of care and constitutes abuse. The facility failed to protect the AV from sexual abuse which is violation of Oregon Administrative Rules.
