Findings: According to the documentation, the Alleged Perpetrator 2 (AP2) failed to protect the Alleged Victim (AV) from verbal abuse. On or about February 18, 2024, the AV repeatedly told AP2 to get away from them. AP2 continued to call the AV a liar multiple times and told the AV that AV belongs at the facility for a reason. As the AV tried to speak to the AP2, the AP2 continued to laugh at the AV. AP2 failed to follow training from the facility and facility policy by not engaging in verbal altercations with the AV causing emotional harm, which is a violation of resident rights, is considered neglect of care and constitutes abuse. The facility failed to prevent verbal abuse, which is a violation of Oregon Administrative Rules.
